The Trust is using Bonfire for all its procurements moving forward starting with our Request for Qualifications (RFQ) identify Design-Build partners to modernize Nostrand Houses and Bronx River Addition. Shortlisted teams will be invited to submit proposals after the evaluation of the teams that submit qualifications.

Procurement Policy
The Trust’s Procurement Policy will be a tool as the Trust realizes this foundational commitment to resident participation and empowerment. Except in the case of an emergency, the Trust will ensure that residents participate in decisions regarding expansive capital renovation, modernization, and construction work. The Trust’s Procurement Policy and its implementation will ensure that the Trust meets Section 3 Targets as well as that residents themselves can access training and employment and shape the future of public housing.
Bid Protest Policy
Respondents that were not awarded Contracts pursuant to a solicitation/request for bids may submit an award protest on these grounds:
Non-responsiveness: The Trust has determined that the bid or proposal fails to comply with the specific requirements outlined in the bid package. (For example, if a contractor does not provide all necessary documentation or fails to meet the technical specifications, its bid or proposal may be deemed non-responsive).
Non-responsibility: The Trust has determined that the proposing firm does not have the necessary qualifications, experience, or financial stability to perform the requirements under the contract.
Protest Procedure
Protests must be made within 10 days of notification of selection by submitting an email to the Trust’s Procurement Department at procurement@phptrust.nyc.gov. Bid protests will be forwarded to the Trust’s Procurement Officer, who will review and make a bid protest decision. All claims will be resolved by the Trust. Respondents should provide an e-mail address to receive the bid protest decision. Bid protest decisions shall be made within five (5) business days of receipt.
Protest Appeal
Respondents have five (5) business days from the date of the bid protest decision located on the decision notification e-mail to appeal. Respondents must provide substantial evidence that the bid protest decision was unfair. Appeals can be sent to the Trust Procurement Department at procurement@phptrust.nyc.gov. A decision on the appeal will be made by the Trust within five (5) business days of receipt.
